Under 24 CFR Part 58, every U.S. Department of Housing and Urban Development (HUD) assisted project must complete an Environmental Review (ER). The purpose of the ER is to assess the impacts of the project on the environment and the impacts of the environment on the project, involve the public in the decision-making process, and make better-informed decisions. The ER indicates compliance with the National Environmental Policy Act (NEPA), and all other local, state, and federal associated laws and authorities triggered by the HUD Part 58 ER.
An environmental review is required for every project funded with Department of Housing and Urban Development funds, no matter the dollar amount. The environmental review must cover all phases of the project regardless of whether there will be federal funding in the other phases.
Recipients of the City’s HUD dollars must submit an environmental review application to the City as soon as they are notified that they have been awarded funding. Delaying this may cause delays in your project.

Before You Begin

Consultants must submit completed Environmental Assessments through the HEROS system.
Application
All Environmental Review applications must be submitted through Monday.com through the Environmental Review Application Submission Form (no password or account required). The ER does not need to be completed before an application is submitted, but applicants are highly encouraged to start the ER early in the application process. The ER must be completed before any choice-limiting activities occur.
