The City of Chattanooga's Housing & Community Investment Division (HCI) is holding a public meeting on Thursday, April 16, 2026, from 5:30 p.m. to 6:30 p.m., at the Avondale Community Center. For those that wish to attend the meeting virtually, the meeting can be joined as follows:

The purpose of this meeting is to discuss the formulation of the City of Chattanooga's 2026-2027 Program Year Annual Action Plan. This plan outlines how funds from the U.S. Department of Housing and Urban Development (HUD) are proposed to be used.
For the fiscal year beginning July 1, 2026, the City anticipates receiving new allocations of $1,541,000 in Community Development Block Grant (CDBG) funds and $760,000 in HOME Investment Partnerships Program (HOME) funds. These will be augmented by $100,000 in HOME-generated program income, $200,000 in CDBG-generated program income, and $400,000 in unexpended CDBG carryover for a total of $3,001,000.
Funding applications were solicited through a Request for Proposals (RFP) process to allocate the funds within the community. The applications were reviewed and vetted for eligibility and alignment with the 2025-2029 Consolidated Plan. The proposed use of the funding includes the following.

Home Place - facility improvements.

Public infrastructure for Phase 3 of the One Westside project and College Hill Courts public housing site

** Expected grant funds are estimates. Grant budgets and proposed recommendations are contingent upon actual allocations from HUD. If actual allocations exceed, or are less than estimates, budgets and funding recommendations will be increased/decreased for Admin and the HCI CDBG Affordable Housing and Community Development Fund.

Urban League CDBG - $250,000 for renovation of Urban League Empowerment Center
