For the first time, the Chattanooga Fire Department has a single plan connecting our vision with our operations.
The 2026-2028 Strategic Plan is the CFD’s roadmap for excellence. It defines where we’re going, why it matters, and how every member plays a part in shaping the department’s future. It brings structure and accountability to how we lead, train, and deliver service, ensuring every decision moves us closer to our vision of being a renowned department built on wellness, safety, and exceptional service. For our firefighters, it brings clarity of purpose, stronger support systems, and professional standards that elevate safety, readiness, and growth. For our citizens, it brings transparency, accountability, and a visible commitment to continuous improvement.
“The year 2025 was a busy and productive year for the Fire Department, marked by a continued commitment to service and operational excellence. Our members continued to provide a high level of service to the community while responding to increasing demands and maintaining a strong focus on safety, professionalism, and accountability. This work would not be possible without your continued support, and on behalf of the entire department, I would like to express my sincere appreciation to Mayor Kelly and City Council for your ongoing commitment to public safety and to the Fire Department,” said Fire Chief Terry Knowles.
“As we look ahead to 2026, our focus is on sustaining our progress and preparing for future challenges. Our three-year strategic plan serves as a guiding framework to support our personnel, strengthen our operations, and ensure the department remains well-positioned to protect our community today while preparing for the needs of tomorrow,” he added.
Chief Knowles laid out the key points of his strategic plan for the Chattanooga City Council Tuesday night after spending many hours communicating the plan to all 400+ firefighters in the department. The plan is built around four themes that guide every decision: operational excellence, wellness, community trust & engagement, and organizational resilience.
One area of focus is managing resources through disciplined resource management, long-term capital planning, and strategic investments that enhance readiness. Another area of focus is investing in the people in the CFD and centers on the firefighters, officers, and staff to enhance leadership development, wellness, mentorship, and career growth. The CFD is also focused on modernizing our systems to ensure that every response meets the highest standards. Strengthening service is the final area of focus to continue earning the trust of Chattanooga’s citizens through prevention, education, emergency response, and public connection.
Over the next three years, the Strategic Plan will be used as a guide for decisions, investments, and daily operations across the department.
“Communication and accountability are at the core of this plan. We believe progress should be visible, measurable, and transparent,” Chief Knowles said.
