Mayor Kelly appoints Erica Collins as chief human resources officer

CHATTANOOGA, Tenn. (June 2, 2026) – Erica Collins will serve as the city’s Chief Human Resources Officer after being selected by Mayor Tim Kelly.

The announcement comes after the city recently launched a new hiring website in partnership with Work for America, a national nonprofit that helps state and local governments remove barriers to public sector hiring and build the teams their communities depend on. The effort to improve hiring practices are in keeping with One Chattanooga values that inform and motivate the work of every employee at the city.

Collins most recently served as Vice President of Human Resources for Highland Rivers Behavioral Health in Dalton, Georgia. She previously worked for BlueCross BlueShield of Tennessee in Chattanooga and Life Care Centers of America in Cleveland, Tennessee. She has a master’s degree in business administration from the University of Phoenix.

“We’re happy to have Erica Collins on board as chief human resources officer,” said Chief Operating Officer Mande Green. “She will lead a team of committed professionals that help fill key positions and keep the city moving forward.”

During their time with the city, Work for America conducted a hiring diagnostic to look for areas where improvements could be made. Results showed that hiring practices at the city are stronger than most government agencies. While the average time to fill a position at the city is 35 days, the national average for government jobs is 80–120 days. This means positions are filled more quickly, reducing disruptions to city services and operations.
